Competition Bi-Laws

Valid for Spring 2011

1) Registration of Teams
1. Registration of teams with full registration payment must be received by CitySide Sports prior to a team taking the court for the first time in a season. No team will be accepted without payment.

2. All initial registration fees of $35 must be paid prior to the team being accepted into the competition.

3. No refunds will be given.


2) Registration of Players
1. Players who are registered with a team in a higher division may NOT fill in for teams of a lower division, however the can register with the team with Managements permission.

2. A player is deemed to be registered with a team once they have played enough games to qualify for finals.

3) Uniforms
1. All players must be wearing shorts, skirts (females only), tracksuit pants or leggings (of any colour). Demin is not permitted. Belts are not permitted.

2. All players in a team must be wearing the same colour top that is predominantly 90% of the specific colour.

3. In accordance with government Health & Safety in Sport, singlet tops are NOT permitted.

4. Hoodies are not permitted.

5. Teams have until and including their 3rd game of the season to be in matching t-shirts. NO player shall be permitted to take the court after the team’s 3rd game if not in the same uniform as his/her team mates. CitySide Sports suggests to captains to keep spare t-shirts to bring with them in case a player forgets.

6. A range of t-shirts of all different colours and sizes are available from the Court Supervisor which are cleaned reguarly however there is no guarantee that your team's colour will be available or clean.

7. Teams may supply their own bibs; however CitySide Sports have them for teams who cannot supply.


4) Commencement of Games
1. Teams are required to pay their game fees of $70 to the court supervisor 5 minutes prior to their starting time, at which time they will be required to tick their score sheet.

3. Games will not commence unless both teams have paid their game fees.

1. A team that has at least five [5] players and have paid their game fees must commence a game.

2. If five players are not on the court at starting time, a 2 goal per minute penalty shall be awarded to the opposition, starting from the second minute. (PENALTIES SHALL ONLY APPLY AFTER ROUND 3)

3. If neither team has five players present, penalties shall not commence until one team has taken the court and are in position.

4. If 1-minute has passed and both teams are not ready on court no penalties shall apply.

5. Management understands that sometimes when a team is short players they may not be able to get together the full $70 game fee.

Teams who are financially short may pay the remainder prior to their next game.

Failure to pay any late game fees by the second week may result in expulsion from the competition.

6. Teams must have a majority of their own players on court at all times.


5) Forfeits
1. Teams forfeiting shall incur a forfeit fine.

2. Upon entry into CitySide Sports a team must complete a Bond Credit Card Authority Form OR transfer $140 into the CitySide Sports account as a bond.

3. A team shall have 7 days to pay the forfeit fine or the money shall be taken from the bond.

4. Teams who receive a forfeit will be given the option to play a scratch match against someone else for half the regular game fee.

5. A forfeit fine is $105 per forfeit for the first two and $140 for subsequent forfeits. A team who forfeits more than 3 times in a season may face expulsion at managements discretion.

6. A walkover is when a team does not notify CitySide Sports that they will not be playing or do not arrive until after the end of the first quarter. A team who gives a walkover is required to pay both teams game fees. However, if the non-offending team agrees to and is able to play once/if the team offending team has enough, then both teams shall be required to pay $70 but scores will not count.


6) Game Scoring
1. An electronic score board shall be placed at the end of the court and operated by the umpire. If at any time a team believes the score is incorrect they must appeal to the umpire IMMEDIATELY. The two captains and umpires shall convene on the matter however the umpires decision is final.

2. The scores shall be recorded on the "Court Run Sheet" at the end of the match and both captains must sign to acknowledge the score. Once signed, no dispute of the scores may be issued.

3. If a team disagrees with the score, they have 48-hours to lodge a dispute in writing to CitySide Sports.


7) During a Game
1. The game shall be played under the rules of the All Australian Netball Association Rule Book except where noted in these bi-laws.

2. A game shall consist of four 9-minute quarters with a 1 and a half minute break at half time and timed centrally by the Court Supervisor.

3. Time shall not be stopped for injuries during regulation "home and away" rounds.

5. A team may use any amount of players from a lower division (of the same night) to fill in for their team. A maximum of 2 players from the same division may be used. No players from a higher division (of the same night) may be used. Ladies and Mixed are classed as two separate competitions.

8) Ladder
1. The ladder shall be determined by a win-draw-loss % ratio.

2. The match % ratio shall be determined only by official wins, losses, draws and loss on forfeits against teams from the same division. Any game against a team from a different division (eg. A team who has been moved into a different division after the match) will not count toward match ratio %.

3. Teams shall not be awarded a win (which relates to percentage) for a bye or forfeit win.

4. In the case that more than one team is on match ratio %, the teams shall be seperated on the ladder by goal %. If teams are still tied, then goal difference shall be taken into account.


9) Players
1. All players must be 13 years of age or older.

2. PREGNANT PLAYERS:

i. Pregnant players may play up to and including their second trimester.

ii. Any person who participates in a game while pregnant accepts full and sole responsibility for any injury sustained by her unborn child or herself and shall not make any claim against CitySide Sports or any of its officials, or any other player or umpire for such injury now or anytime in the future.

3. REGISTRATION:

i. A player may be registered with multiple teams from separate divisions on the one night but only one team maximum per division, unless special permission has been given by management.

ii. A player may only transfer from one team to another of the same division prior to round 8 of the season and only after completing a TRANSFER REQUEST which must be approved by CitySide Sports Management.

iii. A registered player must have played at least three of their team’s games to be eligible for finals. If a team receives a forfeit or a washed out match then the amount shall become a minimum of 2 games provided the player has played prior to the forfeit/washout.

iv. Players who join a team from Round 11 onwards may not participate in finals. THIS RULE HAS RECENTLY CHANGED!

4. No jewelry is to be worn with the exception of a wedding ring, face piercing, or ear piercing which MUST BE TAPED.

5. Finger nails must be cut short or taped. Band aids are not sufficient taping. Tape will be made available from the Court Supervisor.

6. Gloves may be worn, rings excluding wedding rings may not be worn under the gloves.

7. In accordance with government sporting regulations for Health & Safety in Sport, Sunglasses may be worn.

8. Hard tipped hats may not be worn.

9. SINGLET TOPS MAY NOT BE WORN. MUSCLES TOPS ARE ALLOWED. HOODIES ARE NOT PERMITTED.

10. Abusive behavior (physical or verbal) toward a player or umpire will not be tolerated. A report may be made by a player or umpire. Reports will be dealt with by Management and may result in a caution, suspension or expulsion from the competition.


10) Umpires
1. Umpires will be supplied by CitySide Sports for the teams.


11) Canceled Games
1. In the case of bad weather (rain or heat) or due to extraordinary circumstances (eg. power outage) CitySide Sports may decide to cancel a game. If a game is canceled:

i. Prior to half time: The game shall be deemed a 5-all draw and no fees will be due. If teams have already paid their fees they may receive a refund or choose to carry it forward to the next game.

ii. Prior to three-quarter time: Play will be suspended and players must wait until the end of the third quarter for a decision from the Court Supervisor. If the courts are deemed safe to play, players shall take their position and play shall resume from at the same point as to where the game stopped. If the Court Supervisor decides to call off the game, see Bi-Law 11.1.iii

iii. If a game is cancelled during the fourth quarter, the scores shall stand. No refund shall be given.

iv. Teams who have forfeited their match prior to 2pm and the same timeslot was cancelled due to the rain or heat, the forfeit and Forfeit Fine shall be deemed invalid and a 5-all draw shall be awarded to both teams. Teams who forfeit after 2pm will be deemed to have forfeited regardless of a cancelled game.

2. In the case that an entire night has been called off, management reserves the right to postpone the round until the end of the season prior to finals. No more than one round will be postponed and it will always be the first round called off.


12) Finals
1. Teams participating in finals shall be decided by the official ladder.

2. Finals formats shall either be Top 4, Top 5 or Top 6 dependant on how many teams are in the one division. The finals format shall be listed on top of the fixture and ladder.

3. Winners of Grand Finals shall be awarded 8 Premiership Trophies.

4. Losing Grand Final teams shall be awarded 8 Runner-Up Trophies.

5. Teams who require more than 8 trophies may order more through the Court Supervisor. Payment to be made upon ordering.

6. Finals shall be timed individually.

7. An official scorer/timer shall be provided by CitySide Sports for all finals.

8. Time shall be stopped for injuries. A maximum of 1 minute is permitted per injury time out.

9. If a final is drawn at the end of the game, teams shall change ends and play an extra 2 halves of 3 minutes, changing ends again at half time. POSITIONAL CHANGES MAY BE MADE DURING EXTRA TIME.

10. If a final is still drawn after extra time, time shall not be called and play shall be continued until one team has a two goal advantage


13) Additional Rules for Mixed Netball
1. A team must start with at least one male on the court. If during the game the one male is injured then play may continue provided the team still has 5 players on court. If the sole male player is ordered off by the umpire, then the game shall be forfeited. A sole male player may not be substituted off during the game.

2. Male players shall play one in each third. The combination is: GS or GA, WA or C or WD, GD or GK.

3. It shall not be necessary for a male player to be opposed to a male player.
